Drinking Water and Wastewater Grants and Loans Letter of Interest Forms
Each year DEQ develops an Intended Use Plan that includes a listing of priority drinking water and wastewater construction projects eligible for state assistance. The process of developing the plan begins annually in October when DEQ invites communities to submit Letters of Interest (LOIs) indicating their interest in obtaining grants or loans to improve or expand their drinking water and wastewater systems. LOI forms are posted to DEQ's website at that time and are due to DEQ in early January. (The deadline for submitting LOIs for fundable projects in fiscal year (FY) 2018 was January 13, 2017.)
Projects for potential recipients of funding are rated by DEQ engineers, who apply standardized criteria to every system that submits an LOI. All rated systems are then comparatively ranked with other systems around the state. Those systems that rank highest and are ready to proceed in a timely manner are notified that they are eligible to apply for a grant or loan from DEQ at the beginning of the next fiscal year.
FY 2019 Funding Cycle
Forms for the FY 2019 funding cycle (July 1, 2017–June 30, 2019)
will be available in October 2017.
Communities interested in seeking funding for drinking water and/or wastewater construction projects in FY 2019 are encouraged to contact their local DEQ regional office to discuss the issues facing their systems with DEQ staff (see staff contacts at right) before submitting an LOI. Most systems find it in their best interest to have a consulting engineer assist them with the completing the LOI.
