DEQ announces public comment period and opportunity for public hearing on draft Tier 1 operating permit and permit to construct for P4 Production LLC  

Accepting comments from November 1, 2024, through December 2, 2024. 

The Idaho Department of Environmental Quality (DEQ) is announcing a public comment period and an opportunity for a public hearing on a draft permit to construct and Tier 1 operating permit for P4 Production LLC. 

P4 Production LLC manufactures elemental phosphorus in Soda Springs, Idaho. The facility is classified as a major facility, as defined by the “Rules for the Control of Air Pollution: (IDAPA 58.01.01.008.08.c), because it emits or has the potential to emit sulfur dioxide and carbon monoxide above the major source threshold of 100 tons-per-year. 

In June 2024, the facility submitted an application to modify its existing permit to construct and Tier 1 operating permit. In the application, P4 is requesting to route the number 8 carbon monoxide baghouse hopper discharge to the number 8 stocking baghouse, require performance testing of the number 8 carbon monoxide furnace baghouse, modify the furnace stock tube pressure monitoring requirements, and remove references to furnace venting control through the tap hole fume collector scrubbers.  

The application materials are available for public review at DEQ’s State Office (1410 N. Hilton Street, Boise, Idaho) and on DEQ’s Public Comment Opportunities page. An opportunity for a public hearing will be provided if written requests are submitted on or before November 15, 2024. Written comments will be accepted through December 2, 2024, at 5 p.m. MT.
