DEQ seeks comment on draft 401 water quality certification for​ State Highway 55 Farmway to Middleton Road project

BOISE – The Idaho Department of Environmental Quality (DEQ) is seeking comment on a draft water quality certification for the State Highway 55 Farmway to Middleton Road project.

This roadway project includes two proposals that impact multiple water bodies.

The first project proposes to replace the existing 48-inch diameter reinforced concrete culvert and wingwalls within the Isiah Drain with a 5 ft. by 5 ft. concrete box culvert with concrete wingwalls. In addition to the culvert, a combination of riprap and concrete cutoff walls will be installed for scour mitigation. The proposed culvert will be on a different alignment than the current culvert, so the existing channel will be permanently filled in the proposed roadway prism. A temporary cofferdam and bypass pipes will be installed through the existing culvert to temporarily dewater the project area. The existing channel will be excavated with the new culvert being placed. The temporary dewatering will be completely removed. The project will permanently impact a total of 0.045 acres of jurisdictional wetlands, and 0.160 acres of streambed below the ordinary high-water mark.

The second project proposes to replace the existing State Highway55 three-lane bridge crossing the Elijah Drain with a larger six-lane bridge with separated pedestrian pathways on both the north and south side. The project proposes a single-span superstructure supported by precast/prestressed deck bulb tee girders and a substructure founded on concrete filled driven steel shell piles with an integral abutment. A multi-stage construction sequence will be implemented to maintain traffic flow. During stage 1, a temporary dewatering installation, including temporary shoring, bypass pipes, and a coffer dam with be placed in the Elijah Drain south of the project site. If encountered, groundwater will be pumped to an existing pond southeast of the project site, or in a new pond, which is being constructed northwest of the project site. Existing sewer lines will be removed and replaced below the bottom grade of the canal, riprap and underlain by a geotextile fabric installation. Temporary dewatering will be removed. During stage 2, the existing bridge will be demolished, and removal of abutments will occur. A similar dewatering installation to stage 1 will be installed. The temporary dewatering will be completely removed. The project will permanently impact a total of 0.048 acres of jurisdictional wetlands, and 0.070 acres of streambed below the ordinary high-water mark.   

Based upon review of the federal ​permit​ application, readily available water quality related materials, and certification request in accordance with 40 C.F.R. §§ 121.5 (b) and (c) and 121.7 (c), DEQ, certifies that if the permittee complies with the terms and conditions imposed by the federal ​permit​ and the conditions set forth in this water quality certification, then it is reasonable for DEQ to conclude that the activity will comply with water quality requirements, including applicable requirements of the Clean Water Act §§ 301, 302, 303, 306, and 307, Idaho’s “Water Quality Standards” (IDAPA 58.01.02), and other appropriate water quality requirements of state law.
