SOUTHEASTERN IDAHO – The Idaho Department of Environmental Quality (DEQ) is extending the public comment opportunity period for a water quality improvement and assessment plan—also known as a total maximum daily load (TMDL)—for the Willow Creek subbasin.
The comment period initially ran from October 8 to November 7, 2024. DEQ extended the comment period, and the public now has until December 9, 2024, to submit comments.
The Willow Creek subbasin is located in portions of Bingham, Bonneville, and Caribou Counties in southeastern Idaho, near the Caribou, Blackfoot, and Grays mountain ranges. DEQ listed nine assessment units within subbasin as impaired for temperature, nutrients, and bacteria in the 2022 Integrated Report. Because of this designation, DEQ is required to develop a TMDL to ensure the subbasin meets designated water quality standards. DEQ is also required to assess the Willow Creek subbasin every five years to evaluate water quality improvements, a process known as a five-year review.
The draft Willow Creek Subbasin Total Maximum Daily Loads includes seven TMDLs: one for total phosphorus, two for temperature, and four for E. coli. The draft document establishes water quality targets and load capacities, estimates existing pollutant loads, and allocates responsibility for load reductions needed to return listed waters to a condition meeting water quality standards. The report also contains implementation strategies and a five-year review of previously approved TMDLs from the 2004 Willow Creek TMDL.
The draft TMDL is available for review on DEQ’s Public Comment Opportunities web page. Written comments will be accepted through December 7, 2024, at 5 p.m. MT. Submit comments electronically using the form below or by mail or email to:
