DEQ seeks comment on draft IPDES general permit for the Small Suction Dredge Mining General Permit

Accepting comments from March 28, 2024 to April 27, 2024.

The Idaho Department of Environmental Quality (DEQ) seeks comment on a draft Idaho Pollutant Discharge Elimination System (IPDES) general permit for the Small Suction Dredge Mining General Permit (IDG370000).

The draft general permit would authorize the discharge into Waters of the United States from small suction dredge mining operations within the state of Idaho. The general permit identifies the pollutants of concern, required limits for each pollutant, and monitoring and reporting requirements necessary to ensure compliance with the permit and to protect human health and the environment.

The draft general permit and fact sheet are available for public review at DEQ’s State Office (1410 N. Hilton Street, Boise, Idaho 83706), at DEQ’s regional offices in Boise, Coeur d’Alene, Idaho Falls, Pocatello, and Twin Falls, and on DEQ’s website. All comments should include a name, reference to the permit part or page, a concise statement of the basis for the comment, and relevant facts upon which it is based. A substantive comment can disagree with the statutory or regulatory basis for a general permit but should include constructive feedback on how the permit is written, conditioned, and/or implemented (e.g., eligibility, prohibitions, best management practices, reporting, etc.). Comments that are very general or beyond the scope of the permit will be acknowledged but not considered substantive. After the close of the public comment period, DEQ will review public comments, prepare a document summarizing the comments received, and may make changes to the draft permit in response to the public comments, per the “Rules Regulating the Idaho Pollutant Discharge Elimination System Program” (IDAPA 58.01.25.109.03). DEQ will include the summary sheet and responses to comments in Appendix B of the final fact sheet.

Written comments on the draft general permit and fact sheet will be accepted through April 27, 2024, at 5 p.m. (MDT). A public meeting may be held, if requested in writing, by Thursday, April 11, 2024. Submit comments using the form below or by mail or email to:
